At its simplest, an Action Plan is a list of actions to move the neighbourhood to where the community wants it to be. It should be a broad based document, which is developed and owned by all residents. It should set out realistic actions and targets against which the residents can review progress and use to oversee the implementation of neighbourhood renewal in the area. The Action Plan is not a one-off, and should be reviewed and developed over time.

The easiest way to begin community action is to make an audit of the green assets of the neighbourhood and establish a community diary to plan and manage the actions required for environmental improvements. The community's grassy places are a good place to begin thinking about neighbourhood audits and actions because it turns people's attention towards evaluating their open spaces and gardens. The green audit/action plan is then a model for wider actions.
